1Preheat the oven to 350°F (175°C).
2In a skillet, cook ground beef with chopped onion and garlic until browned. Stir in cauliflower rice.
3Blanch cabbage leaves in boiling water until pliable.
4Place a spoonful of the beef mixture onto each cabbage leaf, roll up, and place in a baking dish.
5Mix tomato sauce, apple cider vinegar, and Worcestershire sauce. Pour over the cabbage rolls.
